Plains GP Holdings LP appoints Dean Liollio as COO

Plains All American Pipeline and Plains GP Holdings named Dean Liollio as executive vice president and chief operating officer, effective Oct. 2, 2026.

Liollio, 67, is moving up from senior vice president of special projects, a role he held from June 2024 to October 2026. Before that, he spent four years as president of Plains Midstream Canada, from 2020 to 2024. His earlier Plains roles included president of PAA Natural Gas Storage from 2008 to 2020 and president of Plains Gas Solutions from 2016 to 2020.

The appointment replaces Chris Chandler, who is resigning as EVP and COO. Plains said Chandler is leaving to pursue other interests.

Liollio has been with Plains since 2008. Before joining the company, he held senior posts at EnergySouth, including president, chief executive officer and director, and served as president and chief operating officer of CenterPoint’s natural gas distribution operations across a five-state region that included Houston.
